The National Population Commission (NPC) is the only agency saddled with the responsibility to issue birth certificate and attestation in Nigeria. These certificates can only be issued to persons born in Nigeria. By the NPC Act, birth certificates issued from hospitals, churches, mosques are not accepted as a legal birth certificate for presentation in schools, embassies, immigration purposes, visa processing and so on.

However, persons born before 1992 cannot be issued birth certificate in Nigeria, rather such persons will be issued with Attestation of Birth Certificate from the NPC, while Birth Certificate will be issued to any person born in Nigeria after 1992.

PROCEDURE FOR OBTAINING ATTESTATION OF BIRTH CERTIFICATE FROM NPC

1. Visit the NPC office and request for the Application Form for those born from 1992 (Where the application is being made by a legal practitioner or an agent, a Proxy Form is to be issued).
2. Fill the Application Form and attach the following:
   • A Date of Birth Affidavit sworn to at the High court.
   • A valid means of identification of the proxy or the agent.
   • Passport photograph of the applicant or the legal practitioner or the agent.
3. Submit same to NPC and pay the required fee, a date of collection will be given.

PROCEDURE FOR OBTAINING BIRTH CERTIFICATE IN NIGERIA

The applicant seeking to process a birth certificate must be born after 1992 to apply for the birth certificate. Such an applicant is expected to pick up a data form from the office of the NPC called form B and it to be filled by the applicant and the parents of the applicant.

Where the applicant is born after 1992. The applicant is to obtain an Application Form B from the NPC, which can be filled by the applicant or the parents (if a minor). The applicant will have to show evidence of where and when he/she was born, this could be a hospital card.

The form is then submitted to the NPC for processing.
